Try private with boosted taming to speed things up. If it's just a server for friends enable pvp, the only thing that really changes is wild dinos get damaged by traps and you can pick up. If that fails, see if you can do it on another server. I'm pretty sure this is to prevent greifer raptor bombings on pve servers but picking up wild. Currently on my single player game, i can't pick up any.

I can pick up any herbivore on. It is 'on' by default. Quetzal, pteranodon, and tapejara are all able to pick up wild dinos.
